                                        <p>Chemonics seeks technical experts in the areas of health, nutrition, local governance/service delivery, behavioral change communications, gender equality and social inclusion, and private sector engagement for the anticipated USAID Resilience in Northern Ghana (RING) II Systems Strengthening Activity in Ghana. The project aims to address poor nutrition and weak resilience in northern Ghana through a service delivery systems strengthening approach. The RING II Activity will result in sustained improvements in service delivery by local governments to achieve measurable improvements in the nutrition and resilience of reproductive-aged women and children under five years old in Northern Ghana. These positions will be based in Northern Ghana, however remote support will be considered as the the Covid-19 pandemic continues to evolve. We are looking for individuals who have a passion for making a difference in the lives of people around the world.</p>

<p>Responsibilities include:</p>

<ul><li>Oversee or provide support to a technical area of implementation under the Activity, including designing and overseeing the implementation of activities</li>
<li>Collaborate with monitoring and evaluation team to collect data on activity progress</li>
<li>Collaborate with grants team to design grant awards that help meet overall program objectives</li>
<li>Build strong working relationships with local government entities, civil society organizations, NGOs or private sector partners, to further activity development in your respective component area</li>
<li>Report to the Chief of Party on activity progress under relevant component area</li>
<li>For Behavior Change Communications and Gender Equality/Social Inclusion experts, provide cross-cutting support to all technical components of the Activity</li>
</ul><p>Qualifications:</p>

<ul><li>At a minimum, a bachelor&rsquo;s degree in the relevant technical subject**</li>
<li>In-depth knowledge of the operating context in Northern Ghana based on previous experience working in the public or private sector, or in a non-governmental organization</li>
<li>5 years of increasingly responsible work experience</li>
<li>Strong writing and interpersonal skills</li>
<li>Experience with USAID and/or similar donors preferred</li>
<li>Experience working in collaboration with the Ghanaian government, international donors or local organizations would be an asset</li>
<li>Demonstrated leadership, versatility, and integrity</li>
<li>Fluency in English and strong written and oral communications skills required; proficiency in one or more Ghanaian languages a plus</li>

                                        <p><strong>Background on ACTED</strong></p>

<p>ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. </p>

<p>ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the <strong>Cash Supervisor Officer</strong> position based in Baidoa, but roving to project sites.</p>

<p><strong>Position Profile:</strong></p>

<p>The Cash Supervisor, under operational guidance of the Project Coordinator, is responsible for ensuring the overall success of ACTED&rsquo;s project within the time and resources allocated. The Cash Supervisor oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. The Cash Supervisor, supervises the project staff in day to day management of all aspects of the project and liaises with relevant internal departments and external partners and project stakeholders.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p>To ensure the overall success of the project, and seeing that deliverables arrive on time, on scope, on budget, within acceptable quality levels, and in line with donor requirements and based on beneficiary needs.</p>

<p><strong><em>Programming</em></strong></p>

<p><strong><em>Project Planning</em></strong></p>

<p>&middot; Develop overall project implementation strategy (incl. the transition/phase out strategy), systems, approaches, tools, and materials;</p>

<p>&middot; Identify and plan technical skills and requirements to implement the project as per relevant standards;</p>

<p>&middot; Develop the Work Breakdown Structure (WBS) to organize the various project deliverables and the work required to complete them into smaller and more manageable parts (work package);</p>

<p>&middot; Create the work schedule by sequencing the work packages and related tasks;</p>

<p>&middot; Prepare the work plan, which brings together the WBS and the schedule, to serve as a comprehensive and detailed model map for the successful implementation of the project;</p>

<p>&middot; Organize, plan and lead project kick-off and end of project transition planning meetings, and follow-up on the project-related action points originating from these meetings.</p>

<p><strong><em>Project Implementation Follow-up</em></strong></p>

<p>&middot; Control the work plan, monitor the implementation status of the project and update the project progress on a daily basis;</p>

<p>&middot; Document implementation progress and challenges by regularly updating the Project Management Framework (PMF) and sharing it with Project coordinator;</p>

<p>&middot; Ensure that relevant technical quality and standards are considered and respected during project implementation;</p>

<p>&middot; Operate following the &ldquo;do no harm principles&rdquo; in order to ensure projects are safe for communities;</p>

<p>&middot; Anticipate and mitigate risks and issues, and trouble-shoot any unforeseen challenges during the project implementation;</p>

<p>&middot; Coordinate and manage changes in project implementation, in particular identifying change needs to occur, reviewing proposed changed, analyzing the impact they have on the project plan, approving/denying requested changes and controlling and updating the scope, cost, budget, schedule, and quality requirements based upon approved changes and in coordination with the Project Development Unit and the Finance Department;</p>

<p>&middot; Provide regular and timely updates on progress and challenges to supervisors and other team members.</p>

<p><strong><em>Documenting and Compliance</em></strong></p>

<p>&middot; Ensure project records and documents, in particular documents that proof completion of activities (beneficiary list, donation certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures;</p>

<p>&middot; Maintain a beneficiary master database containing all beneficiary registration and baseline information as well as the activities from which the beneficiaries benefitted ensure the data is protected from misuse in line with ACTED&rsquo;s data protection policy;</p>

<p>&middot; Ensure staff awareness of, and respect of, ACTED&rsquo;s code of conduct, FLATS procedures and donor requirements.</p>

<p><strong><em>Beneficiary Engagement and Accountability</em></strong></p>

<p>&middot; Ensure project staff adhere to ACTED&rsquo;s Code of Conduct and treat all beneficiaries with respect and without any distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religious beliefs, political opinion or disability;</p>

<p>&middot; Oversee the appropriate, achievable and acceptable selection of project beneficiaries;</p>

<p>&middot; Develop a communication strategy with communities so that factual, objective and actionable information is provided to project stakeholders;</p>

<p>&middot; Ensure project stakeholders are empowered to participate throughout the project cycle;</p>

<p>&middot; Ensure that ACTED&rsquo;s Complaints and Response Mechanism is communicated to target communities and solve complaints related to the project in coordination with the AMEU.</p>

<p><strong><em>Internal Coordination</em></strong></p>

<p>&middot; Organize regular project coordination meetings with the project team;</p>

<p>&middot; Participate in Weekly Area Meetings (WAMs) and when requested/as relevant in Monthly Coordination meetings (MCMs), &amp; provide updates about implementation progress, challenges, risks, changes in context.</p>

<p><strong><em>External Coordination and Stakeholder Engagement</em></strong></p>

<p>&middot; Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design (liaising with the PD unit) and implementation;</p>

<p>&middot; Coordinate and collaborate with others by cultivating good relations with key humanitarian actors &ndash; local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;</p>

<p>&middot; Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others;</p>

<p>&middot; Refer unmet needs to other relevant actors;</p>

<p>&middot; Share externally learning and innovation with communities and other stakeholders.</p>

<p><strong><em>Partner Management</em></strong></p>

<p>&middot; Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements;</p>

<p>&middot; Refer partners to relevant ACTED staff to support and/or train them implementation strategies where relevant;</p>

<p>&middot; Participate review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.</p>

<p><strong><em>Security</em></strong></p>

<p>&middot; Regularly conduct a context analysis in the project implementation area by identifying and following micro signals (e.g. security indicators, socio-economic indicators) and support the Project Coordinator and the Security Department in preparing Security Updates in the Operation areas </p>

<p>&middot; Ensure project stakeholders have a good image of ACTED thus increasing the acceptance of ACTED&rsquo;s presence and activities in the project implementation area;</p>

<p>&middot; Manage the movement of the project implementation team and ensure that the movement SOPs are strictly respected by the team members;</p>

<p>&middot; When necessary, negotiate access with local stakeholders.</p>

<p><strong><em>Quality Control</em></strong></p>

<p>&middot; Participate in AMEU planning processes and actively support the delivery of AMEU activities in line with the project AME framework and AME Manual;</p>

<p>&middot; Plan and organize internal qualitative assurance checks by the project team;</p>

<p>&middot; Assess the activities undertaken and ensure efficient use of resources;</p>

<p>&middot; Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities; </p>

<p>&middot; Discuss, plan and deliver appropriate corrective actions, including based on AME findings and recommendations;</p>

<p>&middot; Collect and apply appropriate lessons learnt and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.</p>

<p><strong><em>Reporting</em></strong></p>

<p>&middot; In close collaboration with the Project Development Unit, manage contractual obligations and ensure the adherence to donor procedures;</p>

<p>&middot; Report regularly on project activities, challenges and indicators through monthly submissions of the PMF and PM report; </p>

<p>&middot; Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided;</p>

<p>&middot; Organize, plan and lead the project close-out meeting and follow-up on the project-related action points originating from this meeting</p>

<p>&middot; Participate in communication activities through the regular collection of pictures and stories related to project activities;</p>

<p>&middot; Participate in new proposal development processes through the provision of expert programmatic advice related to contextual knowledge;</p>

<p><strong><em>Other</em></strong></p>

<p>&middot; Offer technical support and inputs to DPMs in all operational sites </p>

<p>&middot; Any other tasks as assigned by the Line Manager</p>

<p><strong>Qualifications/Skills Required</strong></p>

<p>&middot; Completion of university degree or Master level in Development Studies, Public administration, social studies or related</p>

<p>&middot; Minimum 3 &ndash; 6 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs or CASH interventions for rural and urban communities.</p>

<ul><li>Previous experience in cash transfer programming/Interventions and livelihood in emergency off-camp settings required</li>
</ul><p>&middot; Experience in working with national partners, local/government authorities, and UN organizations.</p>

<p><strong>Save the Children International</strong> is recruiting an experienced professional to join the organization to serve as <strong>Regional Cash and Voucher Assistance (CVA) Advisor</strong> for the Latin America and the Caribbean (LAC) Regional Office.</p>

<p>The position could be based in Panam&aacute;, Colombia, El Salvador, Guatemala, Nicaragua, or Peru.</p>

<p>In the position, you will provide remote and in-country expertise to support design and implementation of CVA programmes so they are appropriate, timely, accountable to beneficiaries, donor-compliant and cost-effective, across the region. You will use your in-depth contextual understanding, technical and operational expertise, and relationship building skills to provide a critical link between Save the Children's global and country level technical work while supporting response preparedness, quality program implementation, and advocacy.</p>

<p>You will contribute to building capacity and fostering networks across country office staff, will support regional advocacy and influencing, and contribute to strategic partnerships for new business development. It provides input into the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across country offices, and ensuring quality of our programmes. Finally you will work closely with the Cash and Markets Humanitarian Technical Working Group (HTWG) to ensure global and country office experts are collaborating and sharing learning, best practices, and working towards a comprehensive and unified strategic approach to CVA for child outcomes.</p>

<p>In the event of a major humanitarian emergency, you will be expected to work outside the normal role profile and be able to vary working hours accordingly, either through remote support or through in-country deployments. This role is expected to provide support to both humanitarian and development programmes.</p>

<p>This position is planned to be in a teleworking scheme, due to COVID19. It will include extensive travel throughout the region (up to 50% of time) when the conditions permit to do so safely.</p>

<p><strong>In order to be successful you should bring/have:</strong></p>

<ul><li>A Master&acute;s degree level qualification or equivalent length of experience in the sector.</li>
<li>High level of written and spoken Spanish and English</li>
<li>At least 5 years' experience of working internationally in Cash &amp; Voucher Assistance in emergency and development settings, for a broad range of institutional donors and sectors</li>
<li>Understanding of Cash &amp; Voucher Assistance environment in LAC</li>
<li>Experience with various cash and voucher modalities, including digital, mobile, card, paper voucher, and cash in envelopes</li>
<li>Previous humanitarian response experience</li>
<li>Experience in the introduction of internal controls systems to support cash and vouchers delivery in the areas of financial management, logistics, security and programme delivery</li>
<li>Familiar with the CaLP Programme Quality Toolbox; the Sphere Standards; market tools such as RAM, MIFIRA, MARKit; Household Economy Analysis; and other industry best practices.</li>
<li>Significant experience in training, capacity building, and mentoring</li>
<li>Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children's rights.</li>

The candidate should have a deep understanding of humanitarian issues globally and of humanitarian needs in the region. He or she should be comfortable working at local, regional and international levels. A strong understanding of the needs of children in emergencies and of gender issues in humanitarian work is necessary.</p>

<p>The External Relations (ER) department was formed in 2020 and is comprised of 3 complementary functional areas: Private fundraising, Communications and Advocacy. The department is in the beginning stages of crafting a new, results-oriented strategy that will enhance IRC&rsquo;s ability to &lsquo;punch above its weight&rsquo; in private income, advocacy, and brand awareness.</p>

<p>Supporting this endeavor, and an integral part of ER, is the Global Partnerships and Philanthropic Services (GPPS) Unit. Reporting into the VP Global Partnerships and Philanthropic Services, GPPS consists of functional specialists across a variety of high-value (HV) support fundraising functions providing all elements of cultivation, support and stewardship to HV donors, partners, and supporters as managed by IRC&rsquo;s two High-Value Teams, International Philanthropy and Partnerships (IPP) and USA Philanthropy (USAP). This newly formed unit is made up of three expert-pillars: 1) Prospect Research, 2) Program Services, and 3) Partner Engagement and Corporate Affairs (PECA), all of which are critical to the advancement of our aspirational HV goals and vision. Today, HV income makes up for more than two-thirds of IRC's private-sector revenue. The delivery of outstanding service and niche functions from GPPS specialists across the two HV teams globally is crucial to enabling the continued success of our HV fundraisers.</p>

<p><strong>Job Overview/Summary</strong>:</p>

<p>This is a brand-new role and an exciting opportunity to join the IRC's new GPPS department and lead our PECA pillar. In addition to leading a large and hard-working team, the Director will collaborate with other functions across GPPS and other ER departments (such as the CMMO, Business and Analytics, Mass Markets et al) and functions to deliver an entire suite of specialized services in support of IRC&rsquo;s high-value fundraising. Functions under this role include;</p>

<p>Oversee the development of standardize Workplace Giving strategies and executions- to include assets, a proactive pipeline of opportunities; analysis and specialized business development plans</p>

<p>&bull;Identify and institutionalize a number of optimized HV products and protocols that would optimize best in class partnership development in the areas led by PECA, with corporations, foundations, and international philanthropists globally&ndash; including via direct leadership in all aspects of the development and roll out of employee engagement, donor experience related policies and practices and subsequent implementation.</p>

<p>&bull;Lead &amp; support efforts to develop GIK good practice, establish robust internal processes for valuation and organizational consensus, and support across field operations and other relevant sections of the IRC;</p>

<p>&bull;Run point on the organization strategy and execution of operational partnerships and risk-managed innovative product development including the overseeing of meticulous testing and proof of concept processes with diverse internal and external stakeholders;</p>

<p><strong>Job Requirements</strong>:</p>

<p>&bull;10 years of experience in a similar multi-faceted and disciplinary partnerships function specifically in the global high-value space (corporations, foundations, individual major donors); deep understanding and experience in the functional areas under their supervision, i.e. operational partnerships and GIK; workplace giving; partner engagement and partner communication/corporate affairs.</p>

<p><strong>Position Profile:</strong></p>

<p>ACTED&rsquo;s CCCM officer will work with ACTED&rsquo;s CCCM/SHELTER Officer to devise a strategy for integrating CCCM activities into the local community respecting local authorities, clan leaders and community leaders. The CCCM officer will most notably liaise with local authorities and IDP site gatekeepers with the goal of sensitizing these actors to the nature of the CCCM cluster and CCCM partner responses in addition to supporting both actors with camp-based needs and challenges. In addition, the CCCM officer will work to continually reinforce good relationships in the sites that ACTED CCCM are operating in.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p><strong><em>Partner coordination and Service Delivery Monitoring</em></strong></p>

Reporting to the Country Representative, Kenya/Somalia, the Security Manager, Kenya &amp; Somalia ensures oversight and provides leadership on security-related matters for the CRS Kenya &amp; Somalia country program. Given the security climate in Kenya and Somalia, the Security Manager will have significant and specific responsibilities for security and staff safety in Nairobi and Mogadishu, and other regions of Kenya and Somalia where CRS operates.<br><strong>Key Roles and Responsibilities</strong></p>

<ul><li>Serve as security focal point for security issues in Kenya and Somalia.</li>
<li>Ensure all new staff are accurately briefed on both security procedures and the current security climate in Kenya and Somalia by performing in-country security briefings or identifying appropriate staff to perform briefings.</li>

<li>Works closely with project leadership and head of field offices to ensure that all vehicles are comprehensively insured, incidents and accidents are subjected to a formal written report, and final incident reports are provided to close the file.</li>

<ul><li>Prepare the Country Program&rsquo;s incident register and updates this quarterly for submission to CRS Headquarters.</li>
<li>Proactively work with program managers to identity and manage business risks for the Country Program.</li>
<li>Identify training needs and conduct security awareness training for CRS staff.</li>

<p>ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. <p>ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the <strong>WASH/FSL Assistant</strong> position in Diinsoor, Somalia.</p>

<p><strong>Position Profile:</strong></p>

<p>The WASH-FSL Assistant is primarily responsible for community mobilization and support to community governance activities, under direct supervision of the WASH-FSL_PA. This includes but it is not limited to conduct information campaigns, implement complaints and feedback mechanism in the site, ensure that vulnerable groups and people with specific needs are represented and participate in WASH-FSL activities and build capacity of the Camp Committee Members in community governance and community mobilization, to ensure that they can effectively participate to the camp life, passing information to the camp population, advocate for the needs of the their own community and influence humanitarian assistance delivery. </p>

<p><strong>Duties and Responsibilities:</strong></p>

<p><strong>Project implementation</strong></p>

<p>Community liaison, mobilisation, and accountability</p>

<ul><li><p>Leading in carrying out site level camp committee mapping for all sites</p></li>
<li><p>Leading in the creation or strengthening of camp management committees so that the appointment of committee members is done in a transparent and inclusive way and that ToR are created in a participatory manner and agreed upon all stakeholders </p></li>
<li><p>Strengthening daily the coordination and relationship-building with community leadership groups and community members on a formal and informal basis</p></li>
<li><p>Conducting regular meetings with committee members and ensuring community participation in coordination meetings through community mobilisation activities </p></li>
<li><p>Managing of the CRM information desk activities in the site, including collection and review of complaints forms, referral to responsible agencies with support of Information Management Assistant, timely reporting of sensitive complaints to line manager and regular submission of all data collection forms to Information Management Assistant for data entry and analysis</p></li>
<li><p>Assist in creating ACTED SOP for Complaints Response Mechanism and ensuring to comply to document during daily activities </p></li>
<li><p>Ensuring that the CRM mechanism integrates different ways of collecting complaints and feedbacks, not only through desk, but also through formal and informal meetings with the community leaders, outreach activities etc etc </p></li>
<li><p>Develop content for and Conduct communication with communities (CwC)/outreach activities, including information sessions, mass information campaign, Focus Groups Discussion, household level outreach etc., in cooperation with partners, WASH-FSL team and community members </p></li>
<li><p>Update public information boards with site management and partner information. Ensure that the information on the boards are accessible to everybody, include not literate population </p></li>
<li><p>Organise outreach activities for information gathering and sharing beyond information desk in coordination with Senior Site Officer, particularly for the benefit of residents with less mobility</p></li>
<li><p>Support training camp committees, partner agencies and site team on WASH-FSL and related topics, as requested by the line manager with a strong focus on enhancing capacity of camp committees through coaching </p></li>
</ul><p>Partner coordination and Service Delivery Monitoring </p>

<ul><li><p>Liaising with all humanitarian partners and local authorities working in the sites for delivery monitoring and coordination of service delivery purposes and for developing of CwC/outreach activities content</p></li>
<li><p>Promoting Partners attendance in community coordination meetings to promote accountability of all relevant stakeholders to affected population </p></li>

<p><strong>Position Profile:</strong></p>

<p>The ACTED's WASH Mobilizer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp. The WASH Mobilizer will provide support in mapping out committees at site level, creating or reinforcing camp management committees and the training and capacity building exercises targeting camp committees.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p>&middot; Implement WASH activities as requested by WASH Officer, Project Manager and Technical Coordinator such as but not limited to: </p>

<p>o Support in carrying out site level camp committee mapping for all sites</p>

<p>o Support in creating TOR for camp management committee and ensuring that this is agreed upon by all relevant stakeholders</p>

<p>o Provide support in strengthening of camp management committees so that the appointment of committee members is done in a transparent and fair way that encourages individuals from marginalized backgrounds to participate </p>

<p>o Assist in carrying out assessments and surveys within the sites</p>

<p>o Assist in the creation of camp management committee training material</p>

<p>o Assist in carrying out capacity building exercises for camp management committees</p>

<p>o Ensure timely and adequate registration of IDPs in camp, including identification of persons with specific needs in coordination with protection partners.</p>

<p>o Spearheading outreach campaigns in the camp and ensuring that information is being properly conveyed and circulated to the camp community</p>

                                        <p><strong>Contexto</strong></p>

<p>El Consorcio Internacional de Asistencia Legal (ILAC) es una organizaci&oacute;n no gubernamental internacional. ILAC trabaja para fortalecer el estado de derecho, empoderar a los profesionales del derecho y garantizar el acceso igualitario a la justicia para todos, especialmente donde las necesidades de justicia de las personas son mayores: en conflictos, crisis o transiciones democr&aacute;ticas. Establecido en 2002, ILAC est&aacute; compuesto por m&aacute;s de 80 miembros, entre colegios de abogados, sociedades de abogados y destacados expertos legales de todo el mundo. ILAC tiene acceso a m&aacute;s de 3 millones de profesionales del derecho en todo el mundo, incluidos jueces, abogados, fiscales y administradores de tribunales.</p>

<p>Actualmente ILAC est&aacute; desarrollando el proyecto &ldquo;Apoyando la Independencia Judicial y la Transparencia en Guatemala: resistiendo la 'criminalizaci&oacute;n' de los operadores de justicia&rdquo;. El proyecto es una colaboraci&oacute;n entre ILAC y su organizaci&oacute;n miembro, el Centro Cyrus R. Vance para la Justicia Internacional del Colegio de Abogados de la Ciudad de Nueva York (Vance Center) y se basa en los hallazgos y recomendaciones de la Evaluaci&oacute;n del Estado de Derecho de ILAC "<a href="https://ilacnet.org/publications/una-ventana-de-oportunidad-apoyo-al-estado-de-derecho-en-guatemala/">Una Ventana de Oportunidad</a> &rdquo;, publicada en 2020.</p>

<p>El objetivo del proyecto es apoyar la independencia judicial, mejorar la transparencia judicial y la confianza p&uacute;blica en las instituciones del sector justicia. El proyecto monitorear&aacute; las denuncias penales, quejas administrativas y &eacute;ticas en curso, en contra de un grupo de jueces, fiscales y abogados de derechos humanos en Guatemala para recopilar y analizar datos cuantitativos y cualitativos inexistentes sobre la Guerra judicial. La informaci&oacute;n recopilada alimentar&aacute; una herramienta de seguimiento y tambi&eacute;n proporcionar&aacute; la base para un documento de debate y recomendaciones para evitar que se las denuncias contra los operadores de justicia y otros se usen como una forma de intimidar a la administraci&oacute;n de justicia. El proyecto se implementar&aacute; hasta el cuarto trimestre de 2021.</p>

<p>Para apoyar la recopilaci&oacute;n de datos, ILAC contratar&aacute; a un consultor con base en Guatemala. El consultor apoyar&aacute; y ser&aacute; parte del equipo de gesti&oacute;n del proyecto. </p>

<p><strong>Objetivo del encargo</strong></p>

<p>El Consultor realizar&aacute; las tareas que se describen abajo, durante un per&iacute;odo acumulativo de hasta 50 horas. El Consultor trabajar&aacute; en estrecha coordinaci&oacute;n con la Oficial de Programas de ILAC y el Director de Pol&iacute;ticas para Am&eacute;rica Latina del Vance Center. La tarea comprender&aacute;, pero no se limitar&aacute; a:</p>

<p>&bull; Organizar y realizar entrevistas en persona o virtualmente en espa&ntilde;ol con operadores de justicia guatemaltecos;</p>

<p>&bull; Elaborar y presentar solicitudes de informaci&oacute;n a las entidades p&uacute;blicas con informaci&oacute;n sobre los asuntos relevantes;</p>

<p>&bull; Recopilar las respuestas de las entrevistas y alimentar la herramienta de seguimiento;</p>

<p>&bull; Elaborar un memorando que resuma los hallazgos de las entrevistas y la investigaci&oacute;n general, esto incluye informaciones agregadas a la herramienta de seguimiento as&iacute; como otras informaciones relevantes no incluidas en la herramienta.</p>

<p>Under the direct supervision of the Appraisal Monitoring and Evaluation Officer, be responsible for supporting the AME Officer by providing implementation of AME TORs, supervision of enumerators, data collection, data entry, data analysis services fieldwork plan generation related to assessments contributing to the implementation of ACTED accountability framework at field level and other monitoring and evaluation activities conducted by AMEU in the base.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p>&middot; Assist the AME officer to prepare and implement monitoring and evaluations plans to measure project progress and impact indicators</p>

<p>&middot; Assist in planning and conducting field level data collection and project monitoring using different techniques including household surveys, market data collection, focus group discussion, key informative interviews, etc.</p>

<p>&middot; Conduct training and supervision of enumerator teams, including checking questionnaires for reliability and consistency</p>

<p>&middot; Support the implementation and evaluation of the feedback response mechanism</p>

<p><strong>Position Profile:</strong></p>

<p>Under the overall guidance and supervision of the Area Logistics Manager, the Logistics Assistant ensures that she performs transparent and efficient logistics activities for ACTED programmes in Diinsoor.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p><strong>1. Stock/Warehouse Management:</strong></p>

<p>&middot; Ensure all commodities and goods are well organized in the stock by project/program</p>

<p>&middot; Ensure all commodities and goods have stock cards and registered in &ldquo;Stock Situation Report&rdquo;;</p>

<p>&middot; Ensure all commodities for stock commodities IN/OUT have &ldquo;Stock Request&rdquo; form, &ldquo;Waybill or Reception Voucher&rdquo; and properly recorded in &ldquo;Stock Cards&rdquo; and &ldquo;Stock Situation Report&rdquo;;</p>

<p>&middot; Ensure the tidiness and well protection of goods/commodities in stock and monthly stock inspection form is filled in by (non-logistic member) regularly;</p>

<p>&middot; Ensure the safety and security of stock/Warehouse and ACTED commodities/goods within stock; - check the fire extinguishers are in working condition in stock, control the entrance and exit door locks etc.)</p>

<p><strong>2. Procurements:</strong></p>

<p>The Logistic assistant is assisting the team in all procurements for ACTED in Diinsoor and his key responsibilities listed but not limited below:</p>

<p>&middot; To receive Order form &ndash; cross check the items and ensure the OF (Order Form) is filled with clear descriptions, delivery timeline, delivery location as well as the budget has validated by Finance;</p>

<p>&middot; To ensure to respect ACTED procurement procedures for each purchase</p>

<p>&middot; To find and Prepare the list of successful suppliers</p>

<p>&middot; To ensure fair and transparent selection of suppliers in each procurement;</p>

<p>&middot; To prepare procurement memo, contracts, purchase orders based on fair and transparent negotiation with suppliers/contractors;</p>

<p>&middot; To follow with Finance on weekly basis contract follow up (CFU) to ensure all procurement contracts under scenario (C, D and E) is registered and recorded</p>

<p>&middot; Collecting quotations from potential supplier</p>

<p>&middot; Updating the status of the orders with the Order Follow Up (OFU)</p>

<p><strong>3. Delivery Follow up</strong></p>

<p>&middot; To ensure all procurement has been followed by delivery follow up (waybills, reception vouchers and packing list).</p>

<p>&middot; To follow with field to send the signed waybill, reception vouchers and packing list after delivery IMMEDIATELY.</p>

<p>&middot; To attach and file each delivery forms (waybill, reception voucher and packing list) with each relevant purchase documents in designated folder.</p>

<p>&middot; To ensure the received quantity in the waybill(s) corresponds with the purchase documents and Order Form (OF)</p>

<p><strong>4. Filing</strong></p>

<p><strong>Logistic Folders:</strong></p>

<p>&middot; To create and update regularly the procurement folders for each ongoing programs based on purchase scenarios (e.g. 1 folder for all Scenario A and B and one folder for all Scenario C, D and E)</p>

<p>&middot; To create and or update the Order form follow up folders (open order form to be placed in this folder)</p>

<p>&middot; To update the procurement folders regularly and ensure that all procurement documents are collected with high attention on transparency and ACTED Finance, Logistics, Admin, Transparency (FLAT) guidelines</p>

<p><strong>FLAT Folder (logistic contributions):</strong></p>

<p>&middot; To provide all scenario &ldquo;C&rdquo;, &ldquo;D&rdquo; and &ldquo;E&rdquo; purchase documents original copies to FLAT focal point immediately after signing the contract with selected supplier(s)</p>

<p>&middot; To provide delivery documents for Scenario &ldquo;C&rdquo;,&rdquo; D&rdquo; and &ldquo;E&rdquo; (delivery follow ups, waybills, reception vouchers or packing list) for each delivered contract to FLAT focal point immediately after delivery completion;</p>

<p>&middot; Meet on weekly basis with FLAT focal point in Capital office to review the CFU and handover the FLAT/logistic documents as per CFU;</p>

<p><strong>5. Support in Fleet management</strong></p>

<p>&middot; Make separate binders for each vehicle and then file all necessary documents (i.e. copy of rental car contract, copy of fuel slips, with all bills and documents, car monthly log book, fuel consumption follows up, accident form with attached documents etc.</p>

<p>&middot; Create a binder for all vehicle fuel consumption report;</p>

<p>&middot; Ensure all vehicles are in good condition and ready for use;</p>

<p>&middot; Organize the driver duty schedule and ensure the movement of board is filled in regularly</p>

<p>&middot; Follow up of staff movement between area and sub offices and Area and capital offices;</p>

<p>&middot; Supervise the fuel consumption of each car and report directly to</p>

<p>&middot; Provide the monthly report to Capital logistic and file copy of fuel consumption report in &ldquo;Transport follow up&rdquo; binder.</p>

<p>&middot; Support in Asset management</p>

<p>&middot; Make sure assets are managed appropriate</p>

<p>&middot; Keep asset register updated</p>

<p>&middot; Communicate timely asset needs</p>

<p>&middot; Perform other tasks as requested by ACTED Management.</p>

<p><strong>6. Protection Mainstreaming</strong></p>

<p><strong>Position Profile:</strong></p>

<p>This position will require the individual to perform transparent and efficient logistic, financial, administration and security management for ACTED programmes in South West State, Somalia. To perform transparent, true and as per ACTED procedures all the Diinsoor petty cash payments, ensure a good filling and document tracking and assist the finance department in monthly internal reporting (TITANIC) as well as field finance staff in their day-to-day duties.</p>

<p><strong>Duties and Responsibilities:</strong></p>

<p><strong>1.</strong> <strong>Accounting:</strong></p>

<p>&middot; Responsible for Excel Nairobi Cash Book entries according to ACTED Standard entry grid.</p>

<p>&middot; Responsible for cross check of allocation as per purchase order.</p>

<p>&middot; Responsible for accounting codes accuracy in cash/bank books and payment vouchers according to ACTED Standard entry grid</p>

<p>&middot; Preparing on monthly basis loan/advance book and send it to FM for check by 15th of the month.</p>

<p><strong>2.</strong> <strong>Cash:</strong></p>

<p>&middot; Responsible for petty cash box payment</p>

<p>As the Business Development Associate you will develop and implement a business development and fundraising strategy and professionalize efforts to seek out funding opportunities, develop proposals, and successfully close funding through USAID, USG, and other governmental and multilateral funders and partners. You will need to be based in or near Washington, DC and have an existing, well established network among USAID and implementing partners. You will be our resident expert on USAID rules and regulations, USG procurement cycles, Nuru&rsquo;s programs, and relevant research to develop strategies and approaches that will be responsive to donor solicitations. You will manage the proposal process, drawing from and collaborating closely with Nuru&rsquo;s fundraising team and program experts around the globe. <p>The United Nations High Commissioner for Refugees is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. UNHCR was created in 1950, during the aftermath of the Second World War, to help millions of Europeans who had fled or lost their homes. UNHCR had three years to complete its work and then disband. Today, over 70 years later, the organization is still hard at work, protecting and assisting refugees around the world.</p>

<p>UNHCR workforce is its backbone. The agency is present in 135 countries and as of 2020, it employs over 17,000 people, of whom around nearly 90 per cent are based in the field. UNHCR was launched on a shoestring annual budget of US$ 300,000 in 1950. But as its work and size have grown, so too have the costs. UNHCR annual budget rose to more than US$1 billion in the early 1990s and reached a new annual high of US$8.6 billion in 2019.</p>

<p>UNHCR in Aruba is part of the UNHCR Multi-Country Office in Panama and supports the regional response to outflows of Venezuelans in Aruba and Cura&ccedil;ao. UNHCR works with governments in Caribbean countries to develop and strengthen their protections for asylum-seekers, refugees, and stateless persons, conducts refugee status determinations for asylum-seekers, and monitors and reports on the treatment of refugees and stateless persons throughout the Caribbean region.</p>

<p>Interns will participate in a range of activities within the office, depending on their skills and interest, and will become familiar with the daily realities of working in a large humanitarian organization. The intern will (i) gain a deeper knowledge of principles and practices guiding the organization&rsquo;s interventions, particularly as they apply to the work of UNHCR in the Caribbean region; and (ii) develop professional working skills, such as legal analysis and writing, project and time management, prioritization, team work, presentation skills, and drafting. The work of the interns is not confined to a single research project, as interns will be directly involved in all operational aspects of our work.</p>

<p><strong>Accountability</strong></p>

<p>The interns will assist with casework and policy work related to the assistance and protection of asylum-seekers and refugees in the Caribbean, including assisting with all aspects of UNHCR&rsquo;s Mandate and programming.</p>

<p>While the precise tasks of interns vary, considering the dynamics of the Caribbean region and other Office priorities, as well as the specific skills, competencies and areas of interest of the respective intern, the main tasks in which interns are involved are:</p>

<p>&bull; Conducting protection interviews with the refugees and asylum seekers and assisting with the Helpline</p>

                                        <h3>About the role</h3>

<p>GASWASH is an anticipated five-year USAID-funded contract that aims to expand gender-transformative sustainable access to basic safe drinking water, basic sanitation coverage, and increase uptake of key hygiene behaviours to improve health and household resilience in accordance with USAID/South Sudan&rsquo;s Strategic Framework. GASWASH will develop a systematic partnership with Water and Sanitation Directorates under state line ministries, state, county and local government administrations, communities, civil society organizations, other private sectors and beneficiaries in order to execute interventions that meet the four objectives below:</p>

<ol><li>Sub-national WASH coordination and management strengthened;</li>
<li>Inclusive, resilient, WASH service delivery expanded and strengthened;</li>
<li>Private sector participation in service delivery fostered, and</li>
<li>Key hygiene behaviours adopted by individuals, households and communities and harmful gender norms addressed.</li>
</ol><p>Interventions will occur in the following 13 counties in South Sudan: Budi, Kapoeta North, Akobo, Uror, Pibor, Duk, Ulang, Baliet, Leer, Panyijar, Mayendit, Wau and Jur River. GASWASH activities will be tailored to the needs and specific circumstances of each county in achieving the objectives.</p>

<p><em>About the Director of MEAL Position:</em></p>

<p>Contingent upon donor funding and based in Juba, the <strong>Director of</strong> <strong>Monitoring, Evaluation, Adaptation and Learning (MEAL)</strong> will collaborate with the senior leadership team to deliver the program&rsquo;s expected results. The MEAL Director will oversee all aspects of MEAL efforts for the program and will manage a team of MEL-focused staff members that consist of both prime and subcontractor personnel. They will lead project monitoring, evaluation and operational and action research efforts, which will include spearheading and being accountable for the development of the Monitoring Evaluation and Learning plan and its implementation, a project deliverable. The Director of MEAL will define the program indicators and design the systems and data collection methods required to monitor indicators and the program&rsquo;s progress toward USAID-approved targets. The Director of MEAL will work with the senior management team and will contribute to and support processes for incorporating learning into the program&rsquo;s strategic design and adaptive approach to implementation. S/he will lead data collection and reporting to meet USAID requirements, which will include leading and collaborating on baseline, mid-term and end-line evaluations and rolling assessments. S/he will be responsible for supporting the program to continually improve implementation based on MEAL findings, playing a key role in supporting program knowledge management and documentation and dissemination of lessons learned/best practices. The MEAL Director will organize, convene, and lead rolling assessments. The rolling assessments are expected to bring together USAID and GASWASH personnel, host government (central, state, and county-level) representatives, and representatives of communities and/or facilities benefitting from/targeted by GASWASH interventions. </p>

<p>They will be responsible for providing high quality training and capacity building support for staff and partners on data collection, data quality assurance, reporting and evidence-based decision making to drive the adaptive program implementation approach. They will be responsible for strategic leadership for the design and operationalization of collaboration, learning and adaption (CLA) practices. They will also support the Chief of Party (COP) in developing MEAL sections of the quarterly, annual and ad hoc reports and will contribute substantially to the annual planning process as it relates to MEAL and learning goals, targets and activities.</p>

<h3>About you</h3>

<p><em>Qualification and Experience Required:</em></p>

<ul><li>Undergraduate university degree in international development, management, or a related field;</li>
<li>Master&rsquo;s degree and/or advanced training in research methods for program/project monitoring, evaluation, and learning in fragile contexts highly preferred;</li>
<li>Minimum 7 years of progressively responsible and relevant experience in monitoring and evaluation of conflict-sensitive activities, preferably on USAID-funded and/or WASH programs with construction, gender and SBCC elements (valued between $20-50MM);</li>
<li>Minimum 2 years of experience supervising and managing both short- and long-term expatriate and host country national staff in complex, high-speed and challenging programs;</li>
<li>Deep understanding of MEAL systems design, performance measurement, indicator development, including the writing of program indicator reference sheets, and USAID data quality assurance standards;</li>
<li>Demonstrated experience with quantitative and qualitative research methods, operations and action research, health and/or water management information systems, reporting, data quality assessments, data analysis and/or presentation;</li>
<li>Extensive experience in data processing and data management (from data capturing to data analysis for decision making). This should include in-depth knowledge in the use of database management software (e.g. MS Access, SQL-Server and/or other), SQL, MS Excel, and data analysis software (e.g. STATA, SPSS, EPI Info and/or other).</li>
<li>Experience in the design of mobile device-based and web-based platforms for data collection and systems will be considered an asset;</li>
<li>Experience using remote management, leveraging mobile technology to collect geocoded data, which feeds into a web-based platform in security-challenged environments;</li>
<li>Experience designing and employing monitoring, evaluation, and learning approaches in fragile operating contexts which allow for adaptive and flexible program implementation. </li>
<li>Experience using scenario-planning and quarterly regular rolling assessments to take stock of the national, state, and county program context and operating environment; assess what&rsquo;s working and what&rsquo;s not programmatically and/or operationally; and adapt the program implementation and/or operational approach to continually improve the effectiveness and efficiency of the program implementation;</li>
<li>Experience in capacity building and training in monitoring, evaluation, learning, and adaptation methods;</li>
<li>Demonstrated experience collaborating with local government, civil society organizations and/or private sector to improve project monitoring and reporting abilities;</li>
<li>Exceptional analytical skills and writing capabilities are required;</li>
<li>Demonstrated interpersonal skills, strong analytical and problem-solving skills;</li>
<li>English language fluency (oral and written) is required. Arabic language skills are highly preferred;</li>
<li>Previous experience in East and/or Sub-Saharan Africa. South Sudan experience strongly preferred.</li>
